This policy reflects the government's commitment to improving the quality assurance of Indonesian fishery products while supporting business growth and increasing the competitiveness of Indonesian seafood in both domestic and international markets.

Free Certification Process

All stages of the certification process are provided at no cost to business operators. This includes:

  • Submission and registration of applications.
  • Document verification.
  • Audits and inspections conducted by certified Quality Inspectors.
  • Evaluation of compliance with applicable quality and safety standards.
  • Issuance of the official quality certificate.

Applicants are not required to pay any administrative fees, inspection fees, or certificate issuance fees.

KKP also emphasizes that any request for payment, regardless of its amount or form, is not an official action of the Ministry. Business operators who encounter unauthorized charges are encouraged to report them through the appropriate government channels.

Purpose of the Policy

The free certification program is intended to:

  • Strengthen the national quality assurance system for fishery products.
  • Improve food safety and product quality.
  • Support sustainable fisheries and aquaculture practices.
  • Reduce administrative burdens for businesses.
  • Encourage more fishery enterprises, especially small and medium-sized enterprises (SMEs), to obtain internationally recognized certifications.
  • Increase the acceptance and competitiveness of Indonesian fishery products in export markets.

By eliminating certification fees, the government aims to create a healthier business environment and make it easier for fishery businesses to grow from upstream production to downstream processing and marketing.

Online Access to Certification Services

To simplify the application process, certification services are available online through several government platforms, including:

  • OSS (Online Single Submission) Portal
  • SKP-PDSPKP Information System
  • HACCP Certification Portal

These online systems allow businesses to submit applications, upload required documents, monitor application progress, and receive certification results electronically, making the process more efficient and transparent.

Service Level Agreement (SLA)

KKP has established clear service standards to ensure timely processing of certification applications.

The standard processing times are:

  • Certificate of Processing Feasibility (SKP): Issued within 7 working days after all required documents have been submitted completely.
  • HACCP and other quality certifications: Issued within 10 working days after all requirements have been fulfilled.

These service standards provide greater certainty and predictability for business operators planning their production and export activities.

Types of Fishery Quality Certifications

The Ministry, through the Fishery Products Quality Control and Supervision Agency (Badan Mutu KKP), provides several quality certification services designed to ensure compliance with national and international standards.

1. SKP (Certificate of Processing Feasibility)

This certificate confirms that a fish processing facility complies with hygiene, sanitation, infrastructure, equipment, and operational requirements established by the government. It serves as the basic certification required for fish processing businesses.

2. HACCP (Hazard Analysis and Critical Control Points)

HACCP is an internationally recognized food safety management system that identifies, evaluates, and controls biological, chemical, and physical hazards throughout the food production process. This certification is essential for businesses exporting seafood products to many international markets.

3. CBIB (Good Aquaculture Practices)

CBIB certifies that aquaculture operations are conducted according to good farming practices, ensuring fish health, environmental sustainability, product quality, and food safety throughout the cultivation process.

4. CPIB Seed (Good Hatchery Practices)

This certification ensures that fish hatcheries produce healthy, high-quality fish seed through proper breeding, hatchery management, sanitation, and biosecurity practices.

5. CPPIB (Good Fish Feed Manufacturing Practices)

CPPIB certifies that fish feed manufacturers produce feed under controlled conditions using proper manufacturing procedures to ensure product quality, consistency, and safety.

6. CPOIB (Good Fish Medicine Manufacturing Practices)

This certification verifies that fish medicines are manufactured according to standardized quality management systems, ensuring the safety, effectiveness, and quality of veterinary products used in aquaculture.

7. CDOIB (Good Fish Medicine Distribution Practices)

CDOIB ensures that fish medicines are properly stored, transported, handled, and distributed so that their quality and effectiveness are maintained until they reach end users.

8. Other Fishery Quality Certifications

In addition to the certifications listed above, the Fishery Products Quality Agency also provides other certification services according to the needs of fishery businesses and applicable regulations to support product quality assurance and international market access.
